June 1, 2023 7 PM

A public meeting of the Budget Advisory Committee of the City of Rivergrove, Washington/Clackamas Counties, State of Oregon, on the budget for the fiscal year July 1, 2023, to June 30, 2024, will be held via Zoom.

The first meeting will take place on Thursday, June 1 at 7 pm. Login and telephone number to attend the meeting virtually will be posted on the City of Rivergrove website prior to the meeting. Please check for updates as meeting dates and times may change.

The purpose of the first meeting is to receive the budget message. A copy of the budget document may be inspected or obtained on or after June 1, 2023, on the City’s website: https://www.cityofrivergrove.com

City Council Scope of Review Hearing

NOTICE IS HEREBY GIVEN THAT a public hearing will be held by the Rivergrove CITY COUNCIL at or shortly after 7:00 PM on FRIDAY, May 26, 2023, via Zoom (see invitation below) to consider the following:

Request: To Appeal the Approval of the Type III Conditional Use Permit and Development Permit to demolish an existing single-family home and construct a new dwelling on the property.

The public scope of review meeting on this matter will be conducted pursuant to the rules of procedure adopted by the City Council. Oral and written testimony in favor of or in opposition to the request may be received during a following hearing(s). Written comments may be submitted prior to the scope of review meeting or following hearing by mailing to the City Manager/Recorder, City of Rivergrove P.O. Box 1104, Lake Oswego, OR 97035 or at manager@cityofrivergrove.com no later than 3 P.M. May 26, 2023. The decision to approve or deny the application was based on compliance with the following ordinance criteria:

❑ Rivergrove Land Development Ordinance (RLDO) Article 4 Sec. 4.010-4.110 Review Procedures; Article 5 Sec. 5.010-5.100 Residential Zone, Sec. 5.020 Flood Hazard District, Article 6 Sec. 6.300-6.340

❑ Ordinance 70-2001 Rivergrove Flood Ordinance

Copies of the staff report can be obtained at cost and are available for review by contacting the City Manager/Recorder, at 503-639-6919. Any questions regarding this meeting should also be addressed to the City Manager/Recorder. A staff report will be available for inspection on or about May 21, 2023 (contact the City Manager/Recorder to see the report or obtain a copy provided at cost).

Issues regarding compliance with pertinent code standards provided the basis for an appeal to the City Council and was raised and submitted before the 10 day appeal period expired.. Issues were raised with sufficient specificity to enable the City Council and staff to respond to the issue. Failure to raise an issue in person or by letter, or failure to provide sufficient specificity to afford the decision-maker an opportunity to respond to the issue precludes appeal to City Council on that issue.

In addition, failure to raise constitutional or other issues relating to proposed conditions of approval, with sufficient specificity to allow the City Council to respond to the issue, precludes an action for damages in circuit court.

The Planning Commission reviewed the application under a Type III procedure and approved the application according to the applicable criteria specified above. All interested persons are invited to attend and be heard.

1. Mayor Williams will give Council an update on the disassembly of the play structures at River Grove Elementary School. Work has been almost entirely completed, with the exception of the removal of the standing posts. The school will be demolished beginning a week from now, so the purpose of this work has been to remove the play structure and store it until the City and citizens can make decisions about its eventual outcome.

No public comments will be accepted at this time.

The following public information piece was submitted by Mr. Ray Dobbs, a former newsman. He submitted it to KOIN-TV, which will interview Mayor Williams on Monday or Tuesday.

River Grove Elementary School is poised to start a major renovation in a few weeks. Much of the school will be demolished and rebuilt - and that includes an outdoor playground and climbing toys that are a critical part of kid life in the surrounding neighborhoods.

City of Rivergrove Mayor Walt Williams found out that the playground was going to be scrapped and pleaded with his City Council to relocate the popular playground to one of their city parks. According to Williams, the council was on board - until they solicited bids and found out the cost. "too much - we can't do it."

So Mayor Williams, the City Manager's husband Byron Kibbey, and city friend Jennifer Crock are dismantling the large playground piece by piece and getting ready to move it.

At the same time, Planning Commission Chair Andrew Herbert and his son Griffin have disassembled 7 picnic tables.

The challenge - it's a huge project for these few people. Williams said," We get here after I'm off work at 5 every night and work 'til dark." He also said, "We can use all the help we can get."

One other challenge - the school gave them a week to finish moving the playground. They have received an extension of one more week.

2. Results of City Survey: To date there have been 76 responses, 10 No, 2 Maybe, 64 Yes.

3. Budget Revisions: After the City Council adopted the budget, PGE increased its rates by over 30%. This will primarily affect the Highway Fund, since the more expensive items (streetlights and traffic radar signs) are paid for by that fund. Council will be asked to approve and adopt increases to cover this.

RIVERGROVE CITY COUNCIL BOAT RAMP GATE COMMITTEE MEETING
Wed., April 13th, 7 pm

Council has established a special committee to explore the possibility of purchasing an electronic gate for the boat ramp. At its previous meeting, the committee discussed one bid but will seek at least two other bids for the project.

The public is invited to watch the Zoom meeting, but no public participation is allowed. This committee will be giving Council suggestions and at that time there will be time for public comments.

The gate heads the list of items proposed for the expenditure of the Coronavirus Relief Fund Grant money.

Rivergrove City Council Meeting Agenda

At its September Meeting, Council continued its discussion about the boat ramp. It was agreed that a letter would be sent to affected residences on Marlin, Dogwood, and Tualamere, asking for citizens to note no later than Oct. 1st, their preference for one of two parking options for Dogwood: “No Parking” or “Residential Parking Only” signs along the south side. Council also discussed the possible purchase of an automatic gate that would close behind users, yet could be opened by a button from the back side.

The City Manager announced the receipt of an $82,000 federal Coronavirus Relief grant, only for certain designated uses. (These will be posted on the City website.) One use, for example, is sewer infrastructure. The City has already received $41,000 of that but must specify by October 31st how it will be spent.

Rivergrove City Council Meeting Agenda

City Council Business

At its August Meeting, Council spent time discussing the boat ramp. Three Councilors were assigned further research duties. Councilor Lahsene would form a committee to try to solve parking issues; Council President Pierce will investigate fishing at other ramps, with an eye to seeing how or if it can be safely carried out; and Councilor Barhyte will address the issue of enforcement via posted signage to Council in September.

Councilor Lahsene’s Parking Committee includes the following volunteers: Joan Joyce (Dogwood), Doug McLean (Marlin), MaryLou VanSlavie (Marlin), Frank Neely (Tualamere) and Marcel Lahsene (Dogwood).

    Voters will select three out of the four names.

At the August City Council meeting, it was decided that Councilors Ruble and Pierce will research public rights of beds and banks of navigable waterways. The Councilors will be reaching out to all state and federal agencies responsible for managing submerged and submersible land to see what rules and regulations affect our City’s access point to the Tualatin River. Once we have a better idea of what the laws are and how they affect us, we will be able to address citizen concerns appropriately.
