TYPE III PUBLIC HEARING FOR DEVELOPMENT PERMIT APPLICATION AT 5638 DOGWOOD DRIVE

On Wednesday, January 3, 2018, the Planning Commission will hold a Type III public hearing for a development permit application for the renovation of a single-family home in the floodplain at 5638 Dogwood Drive, submitted by Arne and Colleen Nyberg.

HEARING ON APPEAL OF DENIAL OF TREE REMOVAL PERMIT IN THE FLOODPLAIN AT 4620 DOGWOOD DRIVE

City Council will hold a public hearing at or shortly after 7:00 PM on Monday, January 8, 2018, in the library of the Rivergrove Elementary School at 5850 SW McEwan Road, Lake Oswego, Oregon 97035.  The purpose of the hearing is to consider the appeal of the Planning Commission decision to deny a tree removal permit application for 13 trees in the floodplain at 4620 Dogwood Drive. The public hearing on this matter will be conducted pursuant to a standard procedure utilized by the City Council and in accordance with Section 8.190 of the Rivergrove Land Development Ordinance (RLDO).

Oral and written testimony in favor of or in opposition to the request will be received during the hearing in accordance with RLDO Section 8.190 (c). The appellant has requested a de novo hearing, at which new testimony will be accepted if the City Council agrees to the de novo hearing. If Council does not agree to the request, the hearing will be on the previously submitted record. 

Written comments may be submitted prior to the hearing by mailing to Leanne Moll, City Manager/Recorder, City of Rivergrove P.O. Box 1104, Lake Oswego, OR 97035. Copies of the appeal and related documents can be obtained at cost and are available for review by contacting the City Manager/City Recorder at 503-639-6919 or via e-mail at info@cityofrivergrove.com.  Electronic copies are free of charge.  Any questions regarding the appeal should be addressed to the City Manager/City Recorder at 503-639-6919 or via e-mail at info@cityofrivergrove.com. The file will be available for inspection prior to the hearing (contact the City to see the report or obtain a copy provided at cost). The City Council will review the appeal and make a decision according to RLDO Section 8.210. All interested persons are invited to attend and be heard.

AMENDMENTS TO THE COMPREHENSIVE PLAN CONTINUED TO FEBRUARY, PUBLIC RECORD REMAINS OPEN

At the December 11, 2017 City Council Meeting, Councilors moved to continue until February 12, 2018 the consideration of proposed legislative amendments to the Rivergrove Comprehensive Plan Introduction, Goal #10 Housing and Goal #12 Transportation. (Local file number 2016-05.). The Amendments stipulate changes to the annexation policy and a text correction in the Transportation goal. The public record will remain open until January 29, 2018.

The proposed amendments (Local file numbers 2016-05 and 2017-01) can be downloaded from the Rivergrove website http://www.cityofrivergrove.org. Copies of the amendments and the city staff report can also be obtained for a nominal fee by contacting the office staff at 503.639.6919, emailing info@cityofrivergrove.com or writing to City of Rivergrove, P.O. Box 1104, Lake Oswego, OR 97035. A copy can be viewed by appointment only at Rivergrove City Hall, 4924 Childs Road, Lake Oswego, OR 97035. Contact city staff to make an appointment.

DECISIONS

  • The Planning Commission approved a development permit for a deck renovation and new patio in the floodplain at 4640 Dogwood Drive.
  • The development permit application for a home renovation in the floodplain at 5638 Dogwood Drive was deemed complete.
  • City Council continued the Amendments to the Comprehensive Plan, Local file no. 2016-05 until the February 12, 2018 meeting.
  • City Council approved Resolution 255-2017 which amends the Fee Schedule and Agreement to meet Development Costs to allow for a $300 deposit for a Type III Notice for a dock.
