At the Monday, January 8, 2018 City Council Meeting, Councilors continued a hearing on appeal of denial of a tree removal permit in the floodplain at 4620 Dogwood Drive. The hearing will resume at a special City Council meeting on January 22, 2018 at 7:00 p.m. at the River Grove Elementary School Library. The purpose of the hearing is to consider the appeal of the Planning Commission decision to deny a tree removal permit application for 13 trees in the floodplain at 4620 Dogwood Drive and to consider a Type II Development Permit approval to modify the previously submitted Type III Development Permit and Conditional Use Permit to construct a single-family dwelling partially in the 100-Year Floodplain, including certain revisions regarding tree preservation/removal and Type II Hardship Relief approval as necessary. TYPE III PUBLIC HEARING FOR DEVELOPMENT PERMIT APPLICATION AT 5638 DOGWOOD DRIVE

On Wednesday, January 3, 2018, the Planning Commission will hold a Type III public hearing for a development permit application for the renovation of a single-family home in the floodplain at 5638 Dogwood Drive, submitted by Arne and Colleen Nyberg.

HEARING ON APPEAL OF DENIAL OF TREE REMOVAL PERMIT IN THE FLOODPLAIN AT 4620 DOGWOOD DRIVE

City Council will hold a public hearing at or shortly after 7:00 PM on Monday, January 8, 2018, in the library of the Rivergrove Elementary School at 5850 SW McEwan Road, Lake Oswego, Oregon 97035.  The purpose of the hearing is to consider the appeal of the Planning Commission decision to deny a tree removal permit application for 13 trees in the floodplain at 4620 Dogwood Drive. The public hearing on this matter will be conducted pursuant to a standard procedure utilized by the City Council and in accordance with Section 8.190 of the Rivergrove Land Development Ordinance (RLDO).

Oral and written testimony in favor of or in opposition to the request will be received during the hearing in accordance with RLDO Section 8.190 (c). The appellant has requested a de novo hearing, at which new testimony will be accepted if the City Council agrees to the de novo hearing. If Council does not agree to the request, the hearing will be on the previously submitted record. 

Written comments may be submitted prior to the hearing by mailing to Leanne Moll, City Manager/Recorder, City of Rivergrove P.O. Box 1104, Lake Oswego, OR 97035. Copies of the appeal and related documents can be obtained at cost and are available for review by contacting the City Manager/City Recorder at 503-639-6919 or via e-mail at info@cityofrivergrove.com.  Electronic copies are free of charge.  Any questions regarding the appeal should be addressed to the City Manager/City Recorder at 503-639-6919 or via e-mail at info@cityofrivergrove.com. DAUSMAN FAMILY CONSTRUCTS AND DONATES LITTLE FREE LIBRARY TO LLOYD MINOR PARK

The Dausman Family has donated a Free Little Library, a free book exchange, located on the west side of Lloyd Minor Park along Tualamere. Quentin and Andrew Dausman worked hard all summer to construct the wood library. Stop by to take a book or bring a book to share. Each year, nearly 10 million books are shared in Little Free Libraries. JACOB MCKAY SWORN-IN AS NEW COMMISSIONER

Jacob McKay was sworn-in to a seat on the Planning Commission at the beginning of the November meeting. His background in construction will no doubt be an asset to the Planning Commission. Welcome, Commissioner McKay!

DECISIONS

  • Commissioner Jonathan Sweet was unanimously elected Vice Chair of the Planning Commission.

  • The Planning Commission denied a tree removal permit for a lot at 4620 Dogwood Drive.

  • The development permit application for a deck renovation and new patio in the floodplain at 4640 Dogwood Dr. was deemed complete.

  • A retroactive Tree Removal Permit for an apple tree in the floodplain at 6540 Childs Road was approved.

  • The Planning Commission approved amendments to Ordinance 70-2001 and the Rivergrove Land Development Ordinance to allow docks (Local file no. 2017-01) and sent the amendments to City Council.

  • City Council adopted Ordinance 91-2017 that amends Ordinance 70-2001 and the Rivergrove Land Development Ordinance to allow docks.

SURVEY RESULTS AVAILABLE — PROPOSED TRAFFIC CALMING DEVICES ON CHILDS/PILKINGTON ROAD

Results from the Traffic Calming Survey distributed to all residents last month are available here. The majority of Rivergrove residents support the installation of traffic calming devices on local roads.

TYPE IV PUBLIC HEARINGS FOR AN AMENDMENT TO THE FLOOD ORDINANCE TO ALLOW DOCKS

On Monday, November 6, 2017 at the Planning Commission Meeting and on Monday, November 13, 2017 at the City Council Meeting, the City of Rivergrove will hold a Type IV public hearing at 7 p.m. in the River Grove Elementary School library, 5850 McEwan Road, Lake Oswego, to consider an amendment to Ordinance 70-2001 Section IV Water Quality Resource Area to allow a dock as a conditional use in the Water Quality Resource Area, local file number 2017-01. The amendment also proposes dock construction standards in subsection G Development Standards. The amendment approval criteria and procedures followed will be pursuant to the Rivergrove Comprehensive Plan and the Rivergrove Land Development Ordinance sections 4.120 and 6.225-6.230 and 8.030-8.050.

When you receive your property tax bill from the County shortly, you will notice that there is no City tax—one of the benefits of owning a home in Rivergrove. That is the reason why volunteers are such an important asset. Our newsletter is so full this month, so there is a tiny space allotted to the Mayor's Message. But I want to use it to thank all of our City volunteers—Councilors, Planning Commissioners, Tree Board and Transportation Committee members, and everyone who has devoted time or contributed money to help make Rivergrove a better place to live.

CITIZEN INPUT NEEDED — PROPOSED TRAFFIC CALMING DEVICES ON CHILDS/PILKINGTON ROAD

The Rivergrove Transportation Committee will hold an informational meeting on proposed traffic calming devices on Childs and Pilkington Roads from 6:00-7:00 pm, Monday, October 9th, at the River Grove Elementary School library. TEMPORARY “YOUR SPEED IS…” SIGN INSTALLED ON CHILDS ROAD

The County has loaned us a temporary, mobile, "Your Speed Is…" sign for 30 days. It was installed on September 22nd facing east on Childs Road at Megly Court. The County has made the suggestion that permanent signs of this type may slow traffic on Childs Road; however, their literature expresses some concern over the longevity of the slowing effect.

CONTINUATION OF TYPE IV PUBLIC HEARING FOR COMPREHENSIVE PLAN REVISIONS ORDINANCE #90-2016

On Monday, October 2, 2017 at 7 p.m. at the River Grove Elementary School Library, the Planning Commission will hold a continuation of public hearing for amendments to the comprehensive plan (Ordinance 90-2016), which will affect the introduction, housing, and transportation sections. This hearing is deliberation only. Lloyd Minor Park is in need of 1500 cubic feet of cedar chips to level the ground underneath the swingset. Donations of any size are gratefully accepted. MAYOR's MESSAGE

Our Rivergrove Transportation Committee has been working for the past two years to create a plan for a safer Childs Road. It has been a difficult two years for them, because Childs is a County road and the City has only minor jurisdiction over traffic control issues. The Committee has presented proposals in the past, only to find that the County would not approve them. However, now the County has given its word that traffic calming devices acceptable to the local fire departments would be acceptable to the County. So the Committee is coming back to the citizens to ask our opinion about road features that have received the okay from Tualatin Valley Fire & Rescue and appear to be possible to construct. With this newsletter you'll find a link to a survey of possibilities. The City has funds to complete some of these items, and others could be covered by a Safe Routes to School grant in 2018.

With traffic expected to increase in the future, now is the time for us to do whatever is possible to slow and prevent through traffic and make the crossings safer. Since we don't have jurisdiction of the road, our options are very limited. But let's do what we can as soon as possible.

In the meantime, the County will loan us a temporary, "Your Speed Is…" sign for 30 days.

Please complete your survey by Sunday, October 8th and plan to attend a meeting on Monday, October 9th, 6 pm to 7 pm. in the River Grove Elementary School Library, to discuss the results of the survey and weigh in on a plan for Childs Road.

ANNUAL ICE CREAM SOCIAL AT LLOYD MINOR PARK

Join your neighbors for the annual Rivergrove Ice Cream Social on Sunday, September 10th from 2-4pm in Lloyd Minor Park (Dogwood, between Marlin and Tualamere Avenues). Please bring chairs for your family. (We will have some chairs available, but not enough for all.) Activities for children, ice cream bars, and lots of good conversation await.

TUALATIN VALLEY FIRE & RESCUE DIVISION CHIEF ALLEN KENNEDY AT CITY COUNCIL MEETING

Tualatin Valley Fire & Rescue Division Chief Allen Kennedy will give a State of the District presentation at the City Council meeting on Monday, September 18 at 7:00 pm at the River Grove Elementary School library. Come to hear the report on incidents as well as future plans for TVF&R in our area. Questions from the public are welcome.

Decisions

  • The Planning Commission approved a tree removal application for a cypress tree in the floodplain at 5690 Childs Road.

Former Mayor Ted Creedon, 1943-2017

Theodore “Ted” George Creedon, 74, of Rivergrove, Oregon, died peacefully on July 24, 2017 in his home with his family by his side. Cause of death was complications from Parkinson's and cancer. The funeral was held at Resurrection Catholic Parish in Tualatin on July 29, followed by interment in Canby at Zion Memorial Park Cemetery.

Ted served as Mayor of Rivergrove for three years, worked with the Department of Environmental Quality to clean up the Tualatin River, and helped engineer the water system for Lloyd Minor Park. Ted and his wife Doris hosted City Council meetings at their home for three years

Ted was known for his brilliant mind, love of the outdoors and devotion to his children and grandchildren. He passionately encouraged curiosity and working with your hands, giving him a special connection with each of his kids and grandkids. A true renaissance man and autodidact, Ted was just as able to rebuild a ‘76 Chevy engine as to expertly split wood or cook escargots. He died feeling he still had so much more to teach others.

Ted prayed the rosary daily, and his deep Catholic faith was a great comfort, especially in his last month. He’ll be remembered for his fierce independent streak, love of books and history, and pride in his own accomplishments and those of his family. His family will never forget his incredible laugh, his detailed instructions on how to do something the right way, his keen observations on the world, To read more about and his passion for living. and his passion for living.

He is preceded in death by his parents Olga V. Creedon and Theodore J. Creedon, and his sister Kathy Creedon and brother Dennis Creedon. He is survived by his wife, Doris, his daughters Jill, Erin and Sarah, his son Michael, and six grandchildren.

AUGUST CITY COUNCIL MEETING CANCELED

The August 14th City Council Meeting has been canceled. City Council will convene again on Monday, September 18, 2017 at the River Grove Elementary School Library.

REVIEW OF TREE REMOVAL APPLICATION AT 5690 CHILDS ROAD

At the August 7, 2017 Planning Commission meeting, the commissioners will consider a tree removal application for a cypress tree in the floodplain, submitted by Bradley and Katherine Jackson, 5690 Childs Road.

Mayor's Message

By now you've heard about Oregon's new $100 million-per-year Transportation Plan, passed by the State Legislature this session. I want to tell you exactly how Rivergrove will benefit. Through 2027, the City can expect $118,500 in funds earmarked for transportation, in addition to our current highway funds, in the following amounts for the next 5 biennial periods: $10,800, $20,400, $25,300, $30, 100 and $31,900.

In addition, $10 million per year (increasing to $15 million a year) has been set aside for the Safe Routes to School funding and Rivergrove will most certainly be submitting a grant application for some of that money. Since River Grove Elementary is a Title I school, the matching funds needed are only 20% of the total cost, instead of 40%.

As an update on the Transportation Committee's traffic calming project for Childs Road, there has been a change in the plans, but a green light of sorts. The City has waited almost two years for the County to rewrite its road standards to allow traffic calming on a collector road—something we had expected to take 6 months—while our raised crosswalks, median island and street painting were put on hold.

Finally the County has agreed to step out of the design loop and allow Rivergrove to construct anything the local fire departments allow. This means a whole different set of options. The Transportation Committee will be working on costs and suggestions, then the public will be invited it weigh in.

Transportation is one of the issues our Metro Mayors' Consortium lobbyists have been working hard on, along with the Recreational Immunity bill (SB 327), which also passed, and protects city employees and volunteers from lawsuits.
