Rivergrove Report - November 2019

November is a month to be thankful

The first Thanksgiving was in 1621, almost four centuries ago.  President George Washington, Thomas Jefferson, Abraham Lincoln were all grateful for America, for the people of America and for every blessing that they beheld.

While Rivergrove is a small community in population, it is a huge community in many ways.  It's citizens who participate, volunteer, read, study and are a part of this community.  With two parks and many volunteers it is nearly impossible to estimate the amount of time volunteered on behalf of Rivergrove.  The community is far more than the legal city.  It is the neighbors who check on each other and who help out without even being asked.  It is the people who greet each other out walking their dogs, exercising and just being outside.  Honestly it is surprising how many people know each other and how much kindness there is when people in Rivergrove interact.

Rivergrove Report - Late October 2019

Did you ever wonder what is going on with the new Tualatin Valley Fire & Rescue Station as you drive by?

On Thursday October 24th, Rivergrove Mayor Williams and City Manager Leuthauser visited the TVF&R command center in Tigard for discussion, lunch and a tour of the Command facility.  They we were then treated to a preview look at the new station.  Wearing hard hats and neon vests they got to see the station.  The roof is on, the 14 feet high doors are on the front, the cement is newly poured outside, there is plastic for access to the building and it is about to get power, electricity.  It will be a high tech facility with the most up to date technology available at this time.  Our tour guides were clear that this station is not just for now and the next five years but decades into the future.

Rivergrove Report - October 2019

On Sunday September 15th, a group of over 51 hardy Rivergrovians braved 60-degree weather and rain, to attend the City's annual Ice Cream Social in Lloyd Minor Park. Thanks to the good fortune that usually shines on Rivergrove, the rain soon stopped and residents milled around the Ruby Jewel ice cream cooler to sample exotic flavors of ice cream sandwiches and cups. Thank you, Brenda Ruble, for organizing this lovely event!

THANK YOU FOR YOUR INPUT ON SHORT TERM RENTALS

The City of Rivergrove appreciates your responses to the survey regarding short-term rentals. City Council rescheduled the discussion of short-term rentals to the Monday, September 17 meeting. AS STUDENTS RETURN TO SCHOOl, PLEASE DRIVE SAFELY

As the young residents in our community return to school, please practice extra caution on Rivergrove’s roads and watch out for children walking and biking to school and waiting for the school bus.

  • Don't block crosswalks and stop for people showing intent to cross the street at a marked or unmarked crosswalk. Under Oregon law (OR 811.028) every intersection is a legal crosswalk.

  • Take extra care in school zones and drivd 20 MPH or slower.

  • Never pass a vehicle stopped for pedestrians.

  • Never pass a bus loading or unloading children.

  • The area 10 feet around a school bus is the most dangerous for children; stop far enough back to allow them to safely enter and exit the bus.

a message from tvf&R: Talk to Your Kids About Fire and Life Safety

It’s that time again — when students head back to class. And for many students, this may be the school year where they will be trusted to be home alone after school.

Tualatin Valley Fire & Rescue encourages parents and caregivers to review fire and life safety tips with them.

Talk to your kids about how and when to call 911 for police, fire, or medical assistance in the event of an emergency. Children should know their address, phone number, and your contact information so that they can provide that information to the emergency dispatcher.

It’s also a good idea to have phone numbers for family and neighbors posted on the refrigerator, near the phone, or on a designated bulletin board in the event kids need assistance but it’s not an emergency.

This is also a good time to set house rules on using the stove or microwave. Cooking is one of the leading causes of home fires. Most of the fires start on the stovetop due to food or oil being left unattended while being heated. The following tips may help your child avoid a fire:

  • Allow cooking privileges based on age and maturity. Consider allowing younger children to only use a microwave or oven to heat food (versus the stovetop). However, use caution when heating food in a microwave due to the potential for burn injuries.

  • If allowed to use the stovetop, never leave food (especially oil) unattended even for a moment! Pre-teens and teenagers enjoy many activities that can cause them to be distracted and/or forget they’re cooking. Remind children to stay by the stovetop when cooking. If they need to leave — turn off the burner.

  • Keep combustibles such as pot holders, dish towels, food boxes, and magazines away from the stovetop.

  • Water and oil do not mix! Never throw water on a grease fire or try to move the flaming pan. Either action can cause the fire to spread or cause burns to a body.

  • If a fire occurs, leave the home and call 911 from a cellphone or a neighbor’s home.

For additional fire and life safety information, visit www.tvfr.com.

Decisions

  • City Council continued to August 27, 2018 the Type IV Hearing to decide whether or not to amend Ordinance #80-2011, which regulates park and river access. Council left the public record open for seven days and public comment will be accepted until August 20, 2018.

Mayor's Message

One of the advantages of living in a city as small as Rivergrove—500 residents and counting—is the welcoming sense of community. It makes our city get-togethers more like family picnics! On Sunday, September 9th, I hope you’ll join your neighbors for an Ice Cream Social at 2—4 PM in Lloyd Minor Park (Dogwood, between Marlin and Tualamere Avenues).

We’re planning a fun get-together on a sunny day in the park, complete with a variety of ice creams and toppings. Please bring chairs for your family. (We’ll have some chairs available, but not enough for all.) Tualatin Valley Fire & Rescue fire engine will have an engine available and Clackamas County Emergency Preparedness will provide a booth and information on how to be ready for an emergency. There will be activities for children and lots of good conversation.

I hope to see you there.

new fire station coming soon

Residents in the Rivergrove area can expect to see construction kicking off this summer at 7100 SW McEwan Road for a new Tualatin Valley Fire & Rescue fire station.

After conducting a thorough analysis of population density, incident types, and traffic, District leadership determined a need for a station in this location to ensure fast and effective emergency response to residents and businesses in Rivergrove, Durham, and portions of Tigard and Tualatin. The additional station will also strengthen the regional emergency response system.

The new station, also referred to as Station 39, will be a single-story building that will be built to accommodate current response needs, as well as room to expand if call volume increases in the future. The station will include a community room available for partner agencies and the general public to reserve for meetings.

The Fire District is currently working through the application and permitting process with the City of Tualatin and construction will begin once that process is concluded.

  • The Fiscal Year 2018-19 Budget was approved at June's City Council meeting. Council also elected to received shared state revenues.

Mayor's Message

With this beautiful summer weather we're having, I thought it would be appropriate to remind residents that ours is the only Tualatin River boat access in a residential neighborhood. The neighbors are often justifiably frustrated by inconsiderate users. Last year the City removed signage advertising the ramp and the gate is kept closed for safety reasons. But still the neighbors find people sunning on their docks or blocking the ramp with fishing gear. At times they can't get out of their driveway. So I'm asking you to please treat the ramp as though it were right next to your home—quietly and considerately.

Mayor's Message

The Rivergrove Tree Board has been working on a new Tree Ordinance for some time now. It certainly is not an easy task, trying to balance the rights of property owners with the City's goals of tree preservation and mitigation. Last month the members held a second public work session, seeking direction of several issues. Now they have reached a point where the ordinance will be presented to the Planning Commission and forwarded to the State of Oregon for review. After that review, two hearings will be held for citizen comments and any changes to be made before Council adopts an ordinance. I thank the Tree Board for all their hard work—volunteerism is what keeps Rivergrove strong!

PLANNING COMMISSIONER SOUGHT

Are you drawn to public service? Would you like to connect with your community? Are you interested in improving the quality of life in Rivergrove? What about protecting the river and wetlands in your backyard? Please consider joining the Rivergrove Planning Commission. The Planning Commission plays a central role in city governance by acting as an advisory board to City Council on all planning and development issues in addition to reviewing and deciding on development applications.  We seek one volunteer who is able to attend meetings on the first Monday of each month. No experience necessary. Most planning commissioners are lay people without any previous land use experience. If you are interested or have further questions, please contact City Manager/ City Recorder Leanne Moll at leanne@cityofrivergrove.com.

Residents gathered in Heritage Park in celebration of Arbor Month 2018. Councilor Arne Nyberg planted an Oregon White Oak in the savanna and oversaw the planting of twelve pussy willow twigs. Several more native tree species, provided by the City, will be planted in Rivergrove yards.

Happy Earth Day

Decisions

  • The Planning Commission deemed complete an amended development application for a previously approved duplex at 19232 and 19262 Pilkington Road, submitted by Renaissance Homes.

  • The Budget Committee approved the proposed Fiscal Year 2018-19 Budget with one amendment that raised the Highway Fund Contingency from $30,000 to $40,000.

  • City Council allotted funds to install two permanent electric speed signs on Childs Road (both west-and east-bound) to calm traffic.

Mayor's Message

Here's a brief update on our safety plans for Childs Road. Thanks to the tireless efforts of the Transportation Committee and its truly dedicated chair, Councilor Carolyn Bahrman, we are seeing progress! The crosswalk strobe lights at both Benfield Avenue and Megly Court will require a Safe Routes to School grant, but I am happy to report that the project has been selected for further consideration. The application deadline is October of this year and funds will be available in 2019. Keep your fingers crossed!

In the meantime, the County has made an offer City Council could not refuse, for the installation of two permanent electric speed signs to slow traffic. Council has approved this, pending final details, and we expect these will be installed by June.

Finally, if funds permit after these projects are completed, Rivergrove will purchase lighted stop signs for the Sycamore/Childs intersection.

This has been a long and difficult process but I'm sure we will all be happy to see safety improvements take place.

Safe Routes to School Parent Survey

If you have a child at River Grove Elementary School, please be sure to fill out the Safe Routes to School Parent Survey when it's distributed. This survey asks for information about what factors affect whether parents allow their children to walk or bike to school, the presence of key safety-related conditions along routes to school, and related background information. The survey results will help determine how to improve opportunities for children to walk or bike to school, and measure parental attitude changes as local SRTS programs occur.

The City of Rivergrove is partnering with Clackamas County, River Grove Elementary School, and the Safe Routes to School Program to calm traffic and improve walking and biking in Rivergrove and areas surrounding River Grove School.

April is Arbor Month

Movie Night Hosted by Councilor Brenda Ruble

Join us for a Movie Night on Friday, April 6 at 6:30 p.m. at the home of Councilor Brenda Ruble, 4840 Dogwood Drive. The movie will start at 7:00 p.m. Hometown Habitat: Stories of Bringing Nature Home is a 90-minute environmental, education documentary focused on showing how and why native plants are critical to the survival and vitality of local ecosystems. The documentary is based on the Rivergrove Reads book Bringing Nature Home: How You Can Sustain Wildlife with Native Plants by Doug Tallamy.

Rivergrove Reads - Bringing Nature Home: How You Can Sustain Wildlife with Native Plants by Douglas Tallamy

Bringing Nature Home.jpg

The pressures on wildlife populations today are greater than they have ever been and many gardeners assume they can remedy this situation by simply planting a variety of flowering perennials, trees, and shrubs. As Douglas Tallamy points out in this revelatory book, that assumption is largely mistaken. Wild creatures exist in a complex web of interrelationships, and often require different kinds of food at different stages of their development. There is an unbreakable link between native plant species and native wildlife. When native plant species disappear, the insects disappear, thus impoverishing the food source for birds and other animals. Fortunately, there is still time to reverse this alarming trend, and gardeners have the power to make a significant contribution toward sustainable biodiversity. By favoring native plants, gardeners can provide a welcoming environment for wildlife of all kinds.Healthy local ecosystems are not only beautiful and fascinating, they are also essential to human well-being. By heeding Douglas Tallamy's eloquent arguments and acting upon his recommendations, gardeners everywhere can make a difference.

Pick up a copy of Bringing Nature Home at the Little Free Libraries at Lloyd Minor Park or along Dogwood Drive. When you've read the book, simply return it to a Little Free Library or pass it along to a neighbor.

Annual Arbor Month Celebration

Join Councilors, Commissioners, and the Tree Board to celebrate Arbor Month in Rivergrove. Take home a copy of Bringing Home Nature: How You Can Sustain Wildlife with Native Plants and a native tree to plant in your yard or nurture in a pot to plant later in a Rivergrove park.

Decisions

  • The Planning Commission approved a Tree Cutting Permit and required one mitigation tree for a cherry in the floodplain at 5638 Dogwood Drive.

Mayor's Message

One of the great pleasures of living in Rivergrove is that this is a community where people know and care about their neighbors. Rather than simply being “not Lake Oswego” or “not Tualatin” or “not Portland,” Rivergrove’s sense of place gives it a character all its own.

We try to welcome new Rivergrove residents, but we don’t always know when a home has changed hands, either through a sale or lease change. New residents may not automatically receive our newsletter—it may still be sent to the previous owner’s email address—so it’s important for us to realize that new residents have moved in. Since the City’s and County’s (either Washington or Clackamas) emergency preparedness is also dependent upon having contact information for residents, it’s important that we keep our files updated. So if someone new has moved in near
you, please let our City Manager know by emailing Leanne@CityofRivergrove.com.

Once again we have an opening on the Planning Commission, as we say goodbye to Jennifer Crock, who has not only served as Commissioner, but helps beautiful our parks with her tractor. Thank you, Jennifer, for being such a wonderful volunteer! This means, then, that we are looking for a new Planning Commissioner. There is no specific career- or educational-requirement for this volunteer position, just a willingness to study and apply our land use ordinances. If you have one evening a month to spare and an interest in development in Rivergrove, please contact our City Manager to discuss it.
